I have the web site in place. It's got good SEO. Keywords on the pages, links are optimized, everything is ready.
How do I go about getting a search engine to recognize it (google) and how do I get a higher search engine positioning with it?

Acquiring some inbound links from other websites will help get your site indexed quickly. As for ranking, that depends on how competitive your key phrases are, but again inbound links will help.
If the site is brand new, I wouldn't discourage yourself by checking your rankings in Google. It's going to take a while to rank well in that particular engine.
If you want some initial encouragement, I recommend checking MSN / Live search. You'll see your site begin to rank there long before Google.

Get indexed by google is easy, but show up in the first 2 pages of SERPs is not a one day job. Keep submitting to blogs, article directories, general directories, digg, etc, and wait and be patient. And if you have some budget, try google and other major search engines Ads.

Assuming that what you've done is correct, then there's nothing left to do but sit back and wait.

I think if you have some budget - to buy a couple of high PR links (assuming they have thousands of pages indexed, thousands of backlinks, and not too many outbounds from the page your link will be on).
Getting a great quality backlink can do wonders; however, you are probably still sandboxed by Google. It will take 6 months or more to start seeing any PR; you can see SERP placement in G prior to having PageRank, but it will take many powerful backlinks!

So if I get a GREAT backlink for a new site... how fast can I see results in Yahoo?
In addition, what would happen if the site got a good rank if the link came down 6 months later?

To see results in Yahoo - you will want a backlink that has several pages indexed in Yahoo, several yahoo backlinks (links pointing into the site you'll get a link from).
Now, 6 months from now - in hopes that you will have other quality backlinks built up by that time - I would tippy toe to say that yes... it probably wouldn't hurt quite as much.
However, the three major SE's (search engines) like to see consistent link building; therefore, they will not 'like' your site or trust it if you continue erratically getting backlinks only to lose them in a few months. They are defintely onto that tactic - I wouldn't suggest doing it more than a few times within a few months.

getting higher SERP is a lot of hardwork. even if your site is well optimized it does not necessarily mean that it will get higher SE positioning, it always depends, especially if you have a lot of competitors
