Um...

AdWords if for advertisers
AdSense is for publishers

Google pays you for AdSense
You pay Google for AdWords

Why not just read it?

AdSense and AdWords are, at least in part, 2 sides of the same coin. People pay to advertise with AdWords and some of those advertisers elect to have their ads shown on other people's web sites. The program whereby people elect to have Adwords ads shown on their web site is AdSense.

Advertiser-->AdWords-->WebSite<--AdSense<--Publisher

For a newbie, its very easy to start google adsense, but its painful to start adwords program. One can even get a loss. Is there any guide to get A to Z of Google Adwords?
