I've noticed that the ad location which has been appearing for some AdWords ads is triggered by Google Maps listings (http://blog.seoptimise.com/2006/11/google-maps-triggers-adwords-ad.html) rather than being geo-targeted.
I found this after seeing locations appear for UK regions while searching from Sydney.

This is pretty common, especially in the US.

I didn't realise that but I think it's been around a bit longer in the US.
It looks like it is geo-targeted by the local search query but it's interesting that it's only appearing for websites with Google Maps listings. Google Maps seems to be becoming a more important part of PPC and SEO recently.

Yup, if the advertiser specifies geo-location by radius or other means and the searcher is in that region, then the geo-specific criteria in the ad, under the ad, should display.
