My site is 3 weeks old. I am listed in yahoo, but am number 147 for my search results!!!! My competitors dont have H1 tags and they dont have their kewrods at the beginning and end of their pages, is there a any penalty for new sites or whats going on???

Itīs possible that there are any penalization for new sites.
But whatīs about offpage factor of your competeros web page? Are same as yours?

IMO Yahoo is heading the same way as Google (and always will) Yahoo still cares greatly for onpage optimisation.
What keywords are you targeting? whats the competition for those keywords? as your site is newly indexed it could take a few weeks for it to climb the SERP's just have to be patient

Compared with google, yahoo shall likes new sites more than google. There are many reasons for that, for example, your competitors use hidden text, their backlinks are more than yours, etc. Just keep working and be patient, it's not a easy job for new sites.

You also have to consider offpage optimization. How many backlinks do they have? How many do you have? What anchor texts are you using?
Try getting as many quality backlinks as you can. Outdo your competitor's offpage and onpage optimization.

It's not a penalty. You just have to do more (in the backlinks department).
One cannot get to the top with just on-page optimisation (anymore).

Site age is definatly a factor with Yahoo and you need backlinks and they need to be in place for a while before they take affect.
