How hard is it to get into Yahoo's directory? Or is it as simple as paying the fee?

At least it is much more easy than DMOZ. But paying $299 still can't guarantee inclusion. You'd better read their guidelines before submission, or read this article submit to directories (http://www.hkhangfong.com/seo/submittodirectories.htm).
