According to theme of your website select some keywords. you can use inventory.overture.com to find more keywords. among these keywords select less competitve keywords so that your site can get ranking for these keywords.

Link exchange is good to get traffics and page values through other site.
But better to do after directories submissions. (one way link)

How do I find out the best keywords to target?

You can use free wordtracker tool to find keywords to target.
Target on little bit less popular keywords for ranking fast.

It totally depends on what market your web site or web page is addressing.

All of the tools discussed are very good to start with but will have no real impact on linking (this forum is for link building).

Think of the theme of your site. Find the possible keywords using keyword discovery tool like Overture. Choose a keyword that are searched more often

Is reciprocal links between two sites or more would be counter-productive or bad impact to search engine result. I heard that Mr.G hates the reciprocal link. Is that true or just a myth?

Usually keywords that most people searches are the most competitive keyword in search engine result page like google. You have to build a good seo of your site to win the competition. Just a bit IMHO.

How do I find out the best keywords to target?

There are lots of keyword tools available, but I use Google adwords.. When choosing the best keyword, choose the ones that are most commonly used by users. These keywords may already be in heavy competition, though, so if you can find a keyword that users use and doesn't have many internet rivals, you'r good to go!:)

How about if you use adsense in your site? If there are less competitors then you would not get many advertisers on your ads.

One way link is the very important link for a website. I think a lot of different ways to getting a one way link. Directory submission is the best way for getting one way links.

A link exchange (also known as a banner exchange) is a confederation of websites that operates similarly to a web ring. Webmasters register their web sites with a central organization, that runs the exchange, and in turn receive from the exchange HTML code which they insert into their web pages. In contrast to a web ring, where the HTML code simply comprises simple circular ring navigation hyperlinks, in a link exchange the HTML code causes the display of banner advertisements, for the sites of other members of the exchange, on the member web sites, and webmasters have to create such banner advertisements for their own web sites
