Every proper link -- be it embedded in the "content" (I presume you mean text) or dropped on a free-for-all -- contributes to your link popalarity in one way or another.

Take your niche and write up a How To article - or the Top Ten ways to bla bla bla... submit it to the Social media sites like digg.com / reddit / stumbleupon / etc...

When people find a good how to article they will link to it (so they don't have to do the work)

Yaah its true that site popularity depends on the Quality links not quantity.
But one way links are more beneficial for site.

2. do blog networking - visit other blogs that are related to your site or keyword target and then leave a signature there so that you get a link from the blog you visited when the owner approves your comment. You can also try and ask for a link exchange.
3. Write some articles pertaining to your target keywords and then have a signature there that will help the search engines see the importance of your web page.
4. Participate in forums like the SERoundtable and make a signature of your website in the control panel ( if you are allowed to).
5. Write good and relevant contents for linkbait effectiveness.
