Okay, of course is Google indexing himself. But it canīt be the aim of Google to index this:
site:google.de/xml (http://www.google.de/search?hl=de&c2coff=1&q=site%3Agoogle.de%2Fxml&btnG=Suche&meta=)
site:google.it/xml (http://www.google.de/search?hl=de&c2coff=1&q=site%3Agoogle.it%2Fxml&btnG=Suche&meta=)

Some of this where even sighted in the normal SERPs, so someone at the plex should change the robots.txt.

site:google.ro (http://www.google.com/search?hl=en&q=site%3Agoogle.ro%2Fxml&btnG=Google+Search)
Probablly are not the only one.

Robots.txt file allows it, so there is nothing strange in this.

The question is, why does Google allow it in its robots.txt file?

I think that it's Google editor's mistake.
There was similar example in Yandex (Russian Search Engine).

Yes, this happens all the time. But it shouldn't.
