Experiment with ad variations. Get inspiration from your competition. 50 impressions? is that search? If content, you will need much much more.

How is your Organic page rank with google?
Not that they won't take your money for pay per click ads, but if you have problems with the SE robots and your site is or has a poor listing I'd be working on that as something to get right, or in the right direction at least before I spend too much on PPC

From my experience the most important thing to a successful Google Adwords Campaign is writing great ad text. With google's New Keyword Tool, finding good keywords has been made much easier. However, writing great ad text is the key to a good CTR.
Google actually offers the "optimize" your campaign for free. Generally, this you'll find this "invitation" at the top of your dashboard when you open up your account. It takes four or five days for Google to return their recommendations, but some small business owners find this very helpful.

The key for adwords advertising would be the list of your keywords as well. Have you tried to use some keyword research tool? That may aid you in optimizing your ad campaigns.

I would imagine its because its for a legal site. Anything like that can eb very competitive and therefore very expensive.
I suggest turning off the content network initially, get search working first.
Your best bet will be trying to use long tail, more specific cheaper terms.
Stop using broad match, you dont have the budget for it. Try experimenting with exact and phrase match, as these are more specific, you should be able lower your CPC.
Experimenting with your ads is vital. If you can get one with a decent click through rate you'll see your CPC come down, and (if its really decent) you'll see your Ave position go up.

What could be the main reason why Google would just suddenly disable your list of keywords?

PPC is quite expensive. It is better to better to concentrate on organic search engine optimisation simultaneously. This way at some point you will no more need to rely on high pay per click costs.

Just keep in mind that 50 impressions is a very small #. Even if you have 1% ctr which is pretty good, on average you would have 0 clicks out of 50. Expand your keyword list a bit and youll get the clicks you want. Good luck.

no clicks mean you need to bring the targeted traffic to LP

There are a lot of things you can do to improve the Adwords performance. I think the most important points for you are:
- SEO
1. Landing page: Use Google Site-Related Keywords tool to make sure Google thinks the landing page is related to the keywords. I suggest that you should try to have another landing page and set up a multi variant test to split test the landing pages and test conversion rates. Use Google’s free website testing and optimization tool Website Optimizer.
2. Site map: Submit a Google sitemap, make the site semantically coded.
3. Link building: Run a manual deep link building campaign using the highest performing keywords (Volume AND Conversion Rate).
4. Meta tag: add the best performing keywords to the meta tags on each page, use the exact ad text from the best performing creative in the meta description, use the best performing keywords as the title tag.
- SEM
Keyword
1. Use good tools to generate more KWs, such as: Google’s new KW tool, Search-based Keyword Tool, which can be matched to specific pages of your website with your ad and search share; Wordtracker, a commercial tool to find keywords (they offer 7 days free trial)
2. Use long tail KWs with exact match and phrase match and chose the one has a better QS and lower minimum CPC and deleted the other matching options.
3. Broad keywords: when you don’t have enough impression, keep some broad KWs with lower bidding price to generate impressions.
Ad creative
1. A-B testing: develop at least 4 creatives for each ad group and pick the best one every week.
2. Optimizing creative is a never ending process.
These are my learnings on how to improve Adwords performance. I hope it helps.
Cheers,
