What is one of the better tools to optimize the Bidding process?
I've heard of several but i am looking for personal opinions...

I have not not found the best option, no matter what I do they keep jacking up the cost anyway.

Optimizing a campaign by hand will give you the best results every time.

I've tried various tools, but they dont save you that much time, and they definately (As you said) dont save you any money,

If you dont have the time to manage your campaigns, then I would suggest paying someone to do it for you.
