There are both free and paid programs on the web for doing this. If I am not wrong, the free softwares can create up to 500 pages for your sites in a matter of seconds. Just Google such terms as free XML sitemaps.

You could also check out A1 Sitemap Generator if you have a website larger than 500 pages

remember to also submit your xml to google webmasters account and resubmit whenever you make major changes.

If your using a mac check out Rage Software's Sitemap Automator.

From my experience best ways to create sitemaps is creating your own script. This way you'll be sure nothing is lost.
When starting a website from scratch, if you put sitemaps as one of the priorities, later on things will go very easy.

For flash websites, most tools won't be able to build sitemaps as they can not follow links.

For wordpress blogs there is a great plugin for creating sitemaps.
