Tag is a simple category name. People can categorize their posts, photos and videos with any tag that makes sense <a href="http://forums.seroundtable.com/tag/[tagname]" rel="tag">[tagname]</a>

You are Right.In more simple terms Meta tags is the set of hidden information which is not visualized by the visitor on the page area. The information in meta tags travels between the opening & the closing of head tags.
Some types of Meta tags are-
NAME,TITLE, DESCRIPTION ,KEYWORDS ,ROBOTS,CONTENT,etc.

You should try Web CEO its a great piece of software... we also use adwords/wordtracker/sitepoint - all great tools...

You still need to know how to analyse your potential keyphrases once you have that initial list... I find that considering search volume and term competitiveness for a particular keyphrase to be the most advantageous... try searching KEI for more ideas...

Visit the competitor site and check there keywords then check to google if these keywords have a lot of search results. That's the way I do my Keyword research.Google adwords Tool

That's pretty much what i know meta tags and tags to be. You could think of tags to be like anchor links linking to a specific post for that keyword.
