I've seen today that some banned domains got PR, probably from this new PR update.
Banned domain hasn't got PR or am I wrong ?
Examples :
www.ex-mobile.com
www.nichewatch.com

What makes you think those sites are banned to begin with?

search with site command and you will get none result.
Then with your theory you could never know if sites are banned.
I think they have enough BL's and they doesn't show in serps, they probably are banned.
Or they not ? :)
Why don't you check those sites and report here your opinion.

Can't trust the site: command these days though. And cache: shows a fairly recent cache. So, I'm not sure they've really been banned.

We can say that google is messed up today.
On other forums this topic is also active from recent PR update.
And that with cache, I can say that google also doesn't know did he banned some domain or he didn't.
I can't understand why would he keep cache If he banned some domain.

I've observed the same thing. I actually own previously banned/penalized domains.. (parked).. and now showing PR on the toolbar. I know these domains are penalized because of poor SE performace and was parked

yeah, that's true. Some of my banned sites also have pr.
It usually happens if they were banned recently, before google captured a snapshot for the last toolbar pr export, which occured few days ago

Site ex-mobile.com that got PR with this PR update is now indexed :)
Maybe also other sites that now got PR will be indexed soon..
I didn't work on BL's lately ...

Sometimes you just need to wait if you don't want to work on BL :)
