What is deference between google panda and google penguin?

According to my knowledge Google panda update drops the rankings of the sites which containing high amounts of advertising. It penalize the over optimized sites. The update is mostly focuses on the quality of content.
Whereas Google penguin update decrease the search ranking of the sites which not follow SEO rules by using Black hat SEO techniques like keyword stuffing, Duplicate content, Hidden text, etc.

Google Panda is about the quality content and Penguin is about quality link building....

On other hand google penguin update is to reduce the spamming of links made by over promotion for a website.
