Ummm. That depends on how you define "quality". And even then: quantity is just as important.

i think page rank not make as shown quantity of back links i think if you making a good page rank you need quality do follow back links you try to take quality back links and i hope you making a good page rank google next update

Its depends on the backlinks you get from different sites if you get backlinks from site having pr8 than I think 10 will be enough but if pr is like less 7 or 8 it could be 100 as of my experience.

It’s depends that obtaining links from high PR sites is not the only criteria – The amount of “PageRank value” (also called link juice) that this link will pass depend on the PageRank of page divided by the number of outgoing links on Page

PageRank Value = PageRank of page linking out / number of outgoing links on Page

If you follow this formula I will get the exact number need to get PR1
