Definitely!! No many links from spammy pages. Penguin was all about links. So offpage techniques need to be tweaked.

Yeah we have to change our strategies.I have focused more on my niche site. Now quality backlinks are more important than quantity backlinks because now we can be penalized for low quality backlinks also.After penguin update we should focus on high quality links and content.Try to choose links from different anchor text.Blog commenting on relevant blogs that based on your niche.Use Press release,Guest posting on relevant site,Try to include contextual links as*Google much prefers links that are within the body of content because content is what is ultimately valuable to most Google users.
