I dont really get what the original post is trying to claim. If anything...the SE understood that most of the search volum is has local intend, so thats the target audience..therefore the local results features are getting richer all the time...
Personally i believe theres a chance that bing would take a bigger slice of the pie since they are growing and improving their local directory "bing business portal".
