If one wants more traffic then backlinks need prior. But if one wants more traffic and with that to make the website qualify then content and backlinks both are very important.

Content and Backlink both are important. A good content will attract more visitors than those who do not. The copywriter role in here is very necessary for a serious site and on the other hand A backlink is important for web page rating in search engines like, Google, Yahoo, MSN, etc.

It is really difficult to tell you that which one is more important but in today's seo world everyone know content is the king and to get higher page rank you need larger amount of backlinks...so buddy both are necessary on seo ground.

Both are important. Backlinks improves the visibility of a website in search engine and brings traffic. Search engine will crawl the website fast with good quality content.
