Three way link building is when three or more websites link to each other
Example- SITE A one way links to SITE B
SITE B one way links to SITE C
SITE C one way links to SITE A
It is useful to pull traffic and quality backlinks but make sure you are linking with relevant websites.
I would personally prefer one way over three way link building.

That's actually a circle link. A three way is A & B is both owned by person 1 and C is owned by person 2. Person 1 links A to C and then Person 2 links C to B.

3 way linking is useful but very website allow three way link and the page rank matters as well.
