Page 2 Penalty - Is there such a thing?

Is there such thing as a Page 2 penalty? Meaning a site is stuck at position 10/11 - basically the first result on page 2?

For a single 2-word term, for the last few weeks I have a site that has been stuck there no matter what. There has been movement in the sites in position (1-10) and sometimes this site has a second result immediately after (Homepage Link) and other times it's the single page. But no matter what, the site stays in this position. Any insight?
