Does Web CEO infringe Goggle's policies? I think somewhere it (google) states that using software to boost one's rankings will be banned or something.

Not at all, you are able to control how webceo operates, software which infringes on Google's T&C's are usually the ones which use search function 100 times a second you limit the work you do or simply use webceo to advise on methods to optimize your website.

I'm very new to SEO. U said you have their 'free' version. What's the benefits to having the 300$+ version??

For instance you are checking your rankings in search engines for chosen keywords manually this could take years as you would have to find your web site on possible thousands of pages.

Seo software can do these searches instantly but can sometimes
mean submitting the same search term to find your rankings hundreds of times in a couple of seconds which reflects bad on your website. You can control webceo to have more of a human approach & do it slower like a human can away from search spamming.

Notepad? You have dreamweaver, no need for notepad, right...?

What do you do with excel and seo? Make fancy spreadsheets and diagrams for clients? Just curious cause I don't see why one would use excel for coding and such.

Php is a coding language and is the last book I have in my course (a year long course). How does SEO tie in with Php? From my limited knowledge of php, it's used to create forums, shopping carts, forms, etc.

Dreamweaver (DW) has pretty colours .. Make life better..

Excel is great for messing around with keywords and creating variations ..

Note is great for small page changes if DW isn't open..

php .. Yep php outputs html..

You can have great fun with php e.g.

PHP Code:

This would bold $b text...

If $text2="This would bold $b text..."
If $b="would" then you'd get: This would bold $b text...

Of course you can do it the manual way but If you are playing around with 100,000's of pages on a site it could take a life time
